XIX WAF Congress Meeting Minutes
November
3, 1998 - Held in Cairo, Egypt
Countries represented:
Argentina,
Armenia, Australia, Azerbaijan, Bangladesh, Belarus, Brazil, Czech Republic,
Dubai, Egypt, Germany, Georgia, Greece, Hungary, India, Iraq, Israel, Italy,
Kazakhstan, Lebanon, Lithuania, Palestine, Russia, Slovakia, Spain, Syria,
Turkey, Ukraine, United States, Uzbekistan
Meeting called to order: 6:30 p.m.
Welcome to all from General Osman
I. Affiliation of new members
a. Applications have been
received and accepted from Australia, Jordan, Lebanon, Pakistan, Iraq,
Syria, South Africa, and Turkey.
b. A new Arabian Federation
was formed, November 3, 1998 comprised of Egypt, Palestine, Lebanon, Morocco,
and Syria.
II. Approval of Annual Reports
of Executive Committee Members
a. President O'Leary - Welcome
to all. Our sport has made tremendous strides. In 1998, U.S. athletes were
invited and competed in the Arnold Classic Armwrestling Challenge with
an audience of over 50,000. U.S. athletes will compete again in 1999. More
than 12 countries have now been recognized by their national Olympic bodies.
WAF believes in its Constitution and rules, and by the principal of fair
play and truth. WAF has stood strong for over 38 years, and with 83 member
countries, WAF will continue to strive for Olympic recognition. WAF encourages
every country to bring issues to the annual Congress meeting to be heard.

c. Senior Vice President Panzetti
- thank you to all countries, General Osman, and President O'Leary
for all their work and dedication to the WAF
d. Vice President Capla - the
European Federation is now very strong and will continue to support the
WAF.
III. Filling of Vacancies in
the WAF Executive Committee
a. Dr. Milan Capla was elected
to hold the position of President of the European Federation until the
next Congress meeting.
IV. Attribution and sanction
of World, Continental, and other WAF Licensed Armsport Championships
a. World Championships
1. 1999 - All Russian Armwrestling
Federation President, Pavel Givora, submitted bid to host. Unanimously
approved
2. 2000 - Italy, United States,
Turkey Italy - conceded to the United States United States - paid license
fee Turkey - December 30 deadline extension given to submit written proposal
Discussion concerning two groups for armsports in Italy. Both groups have
been given a period of one year to come together and unite.
3. 2001 - Italy - unanimously
approved
4. 2002 - Brazil, Hungary
b. Continental Championships
1. 1999 - Brazil to host
II South American Championships in Sao Paulo
2. 1999 - Hungary to host
European Championships in Budapest in June
3. 1999 - Slovakia to host
II Junior World Championships in May
4. Asian Continent is growing
rapidly, but not ready for a continental championship.
5. African Continent
needs
more time before hosting a continental championship.
6. North American Continent
needs
more time before hosting a continental championship.

a. Discussion concerning new
Constitution and By-Laws

d. Discussion concerning Technical
& Rules
Committee Rule was passed in 1996
to have a representative from each continent on the committee. Only person
on the committee at this time is Frank Bean/N. America. All continental
leaders are to send name of person to be on committee to Mr. Das.
e. Discussion concerning association
of WAF member nations with other organizations
Mr. Das reiterated the WAF ruling
that allows for no association, in any way, by a WAF member federation
with any other association that is not a recognized WAF member nation.
This includes website links on the Internet.
VI. Scrutiny and approval of
audited accounts
a. Proposed 1999 WAF budget
was given to all countries present to review and send comments to Mr. Das.

IN THE THUNDER BAY, CANADA EVENT TO DECLARE IN WRITING, NO LATER THAN DEC.
